How am I supposed to translate foreign text in images (eg Japanese) if I am not allowed to put foreign text in the title? Do I just put in the translation? Do I put it in the editor's notes? Anyone with experience on this?

You don't have to input Japanese characters, just translate the words into English and put it in title.
