As someone living in the Euro zone, can you tell me if I have to complete this form as recently requested by SS.

Same for me, I am below the $400 mark but they still issued the form.
I think there may be a glitch there.

Why they send you this form 1099!?

Is this some kind of agreement via US-EU, or only a glitch?
On their site is only W-9 form (U.S. citizens only)...
Where is the difference between W-9 and 1099!?

Why they send you this form 1099!?

Income from sources within the U.S. is subject to taxation in the U.S. under 26 USC 861(a)(4) when you're selling copyrighted material.

"(a) Gross income from sources within United States.--The following items of gross income shall be treated as income from sources within the United States:
...
(4) Rentals and royalties.--Rentals or royalties from property located in the United States or from any interest in such property, including rentals or royalties for the use of or for the privilege of using in the United States patents, copyrights, secret processes and formulas, good will, trade-marks, trade brands, franchises, and other like property."

I may be wrong about it, but I think countries may charge income taxes from foreigners if they cash this money only in their country.  Some countries have reciprocity agreements, in which you may pay income taxes only in the country of residence.

Here in Brazil, even if I don't bring to the country the money I earn abroad, I have to declare it and pay income taxes, and I can compensate any income taxes paid in countries with which we have this reprocity agreement.  Having just checked this, USA and UK are not one of these countries, most European countries are.

even if not enough to pay taxes on, the 1099 form is only sent to
submitters who have more than $400 in sales.

So go ahead and download the W9 or W8, fill it in and send it to SS in the way they ask.

Yes, it seem you are right with the above. However, (as an EU citizen) I was sent a W9 link. I still await clarification from support.

Hi guys!

This is not my conclusion, Only transmit what I have read.
Go to the SS forum and find the last topic about 1099 tax form, there is some answers...
My opinion is that is only for a record on a agency...

But, what is OUR conclusion, for non-resident aliens,do we have to pay taxes in US or not!?
Older topics here say NO...

Takestock, I think you were not supposed to send the W-9, it is the only for U.S. citizen, indicated on SS account where is legal forms...

Also on their site does not have a W-8...

I'm not an accountant, but I think a 1099 just shows money they have paid you, so you can report earnings if you have to file income taxes. (In the USA)

My answer from SS was they are changing the $400 rule to $10.(even though the least would be $75.00???)  According to support you will receive a 1099 if you cashed out last year. US anyways. Not sure how it would be for non US.

And I just noticed the dollar amount in the email is ALL of my earnings from 2007 and 2008. This is a tax form for 2008. Regardless of how much they paid out, isn't this form supposed to be for what you earned in 2008?

W8 is only in tracking or evidence purposes of agency,probably because of their obligations, foreigners possibly pay taxes in their country if they have to...
