All tutorials i find are with After Effects and its a clip of lines and dots, not images.
Is there a way to make this in PS?, do i have to do this in After Effects?, i never used AE. ???

Stuff like that is usually made with a plugin called Plexus in After Effects. Would have no idea how to do it in Photoshop, but if you google plexus style illustrations in photoshop or something... you might get something of use.

Is it "legal" or possible to hire some freelancer from fiverr or upwork to do this for me?
He would have to give me all the rights on the illustration etc.
