Title: User registration is currently not allowed

I'm testing out my site but when I tried to register as a new user using another e-mail account of course, the following message pops up:
"User registration is currently not allowed."
What could have gone wrong? Looking forward to your help.

On your Settings tab in the left column, make sure Membership: Anyone can register is checked.
