Looking on the homepage at Adobe Stock (see attachment), Adobe appears to be encouraging creating a brand identity from stock vectors. Additionally I can't seem to find anywhere in the license agreement that says they cannot be used as logos or brand identities. Is this a recent change?

If someone can download my vector from Adobe and legally use them as their business logo, I'm going to have to shut my account down. That is insane.

Wouldn't be much of a brand identity if you had to share your logo with an hundred other brands.

The image can never be trademarked, since you own the copyright of your work. Therefore, Adobe is misleading customers by saying that brand identities can be created using RF content. It cannot be called a logo then, can it?

For an individual, having a kind-of-branding equals to a logo.
For a blogger if name is inside on next to a circle values as a logo.
Guess nobody cares if it is trademarked worldwide or not,
bought from stock marketplace or made in Windows Painting.

Perhaps I am wrong though...

I have specifically avoided agencies that allowed usage of vectors as logos. Fotolia had specific wording in their license agreement that said it was not allowed.
