How would I do this?

I have an image that I would like to upload as a JPG, PNG AND SVG. Would I just upload the png which would automatically be a jpg also but upload the svg as a separate file? Or what is the best way of going about it?

Follow the instructions for whichever site you are uploading to.  Most of them want the jpg.

But... if you upload the same image in different formats, it could be considered spamming. Someone from Adobe told me that, when I asked about uploading EPS files and then the same as a JPG. I'm pretty sure, the EPS can be downloaded as a JPG through the site. My personal opinion is, the best way is, only upload the one as a vector, but if you have a PNG with a transparent background, upload only that?

In any case, do not upload all three formats of the same image or you might be blocked. "Spamming is strictly prohibited and may prompt us to block your account or close it permanently."

Contrary to what some people here will tell you, Adobe says: "To make money on Adobe Stock, it helps to have a lot of content. Still, you should always choose quality over quantity, and make sure that each file you submit offers something special. Similar content is one of the leading reasons we reject content."

Just upload the vector file. Adobe will make the jpeg and if there is a transparent background they will also make a png, and the buyer will have all the options available to them to choose from.

I advise you to upload both the PNG and SVG files,forget about the JPG too,it's not needed.

by uploading the PNG and SVG you will have a pixel-based file and a vector-based file,I think it's an important difference and the best choice.

if I really had to choose one,I would choose vector.

So long as the vector has a transparent background it will be offered to the buyer as all 3 formats: vector, PNG and JPG. It is unnecessary to upload files in both vector and PNG formats, and could put your account at risk for spamming.

yes,you're right,if it's transparent the vector is enough.

what I would still do is upload 2 files,PNG and SVG with differences,even slight differences,both in content and indexing,having differences it will not be considered spam.

then of course,if you make it a rule and double thousands of contents,without differences,in this way,it will certainly be considered spam.

IMO, if you make a non-spammy meaningful variation then you should also upload that as a vector. If you only upload it as a PNG you are missing out on buyers who need a vector. However if you upload it as a vector, it will additionally be available as a PNG.
