Each time I get rejected, it simply says to upload again in the prescribed number of days.
I must have missed it somewhere, but how long should I wait?

I can answer that since I've been there a couple of times, it's in the beginning part of the message. 

Thanks, but there is no time specified in the message, so I guess
that means I can upload right away.

Simply go through the process you would normally do to upload photos there. When you get to the page for uploading your application photos, it will tell you how much time you have before you can submit your next batch.
