do you think it is safe  to buy from them?

I was going to buy a new lens from BHphoto  but they don't accept PP payments from countries other than US UK Canada so I need to find  an alternative?

or are there any other reputable online retailer that accept Paypal payments?

I have bought from 17th Street Photo a number of times.  They are reputable.  I never had any problems, and the one time I had to return something to them they accepted the return and refunded my money without any hassle.
