Can't seem to find it ... 

Look on the right side of a post, above the text. There's a plus sign. If you click on it, it will change color and the count will increment.

I see a 'O', a 'quote' and a 'link', no plus sign ...

And all of a sudden there it is

I also don't see the plus sign. Is there any requirements for it, like number of posted posts on the forum? I'm still new here...

Yes that's how it works. Designed to prevent spamming the forum. Just like why you couldn't start a new thread until after a number of replies. New posts are moderated as well for some number, I don't know the specifics. Same for PM as well.
