I submitted 2 clips of the same wind farm taken with the same camera/setting.  The only difference is one is vertical and the other is horizontal.  For the vertical shot I simply turn the camera side way on the tripod.  The vertical shot got rejected due to 'technical issues', horizontal one was accepted.  How to get more info on why the vertical shot got rejected?

Post them here so we can have a look and potentially identify the reason for the rejection

Watch this clip fully, and study it. It is probably quite similar as to how/why your clip was selected for rejection.

Both of your videos was not moderated by the same person / moderator.
And if the "rumors" are correct ( I personally do not doubt in them ) your / our work is moderated by the people which had less than a week of training and most of them lack skills in a photography, video editing or video shooting etc etc etc
Just accept what happened and reupload with as much "no worries state of mind" as you can.

I also suspect there's a log of algorithm based selection and rejection taking place even BEFORE assets get to the farmout out, zero training "reviewer".

Yes, and Adobe call it autoreject. First you/ we need to pass bot and then....moderators with lack of training.
