Same here

I click "verify" to verify my password and nothing happens, and I cannot submit the form to get my 1099 without verifying.

I've done a little back and forth with support so they at least know there's a problem.
They sent me a workaround that also didn't work.
I'm on a Mac using Safari - They had me try Chrome in Incognito mode.
Both had the same issues.

I think they are going to send me the form directly.

Yup, no problems. I read the PDF, typed in the "Secret Word" it asked if I would accept the electronic form, and I understood that no paper version would be mailed. Then the link to download the PDF opened. Saved and printed. BUT... I am in the US and that could make a difference.

For those who this works for, what happens when you hit "verify"?  Is there a pop-up that perhaps my browsers are blocking?  I don't get a pop-up warning error.

I still get a message that it cannot be downloaded. The link to download appears and it downloads but the pdfmwon't open with the error message that says the file is corrupted and cannot be opened.

Never had a problem before. I've tried multiple computers, Mac and Windows all with the same result.

Have you tried contacting them?

On February 3rd I got this response from Shutterstock "We escalated your case so the proper team can help us investigate. We will inform you as soon as there is an update."  In your post it sounds like they are actively looking into it and hopefully fixing it soon. Now we wait....

My 1099 download is "unopenable".  I sent a email too...

I was able to download it on a PC computer. 

After I verified I could download a PDF, I clicked submit and then an empty box popped up and after 5 seconds it said 1099M Form1 which I could click on and download.  I attached a screenshot.

I get to that same window showing the 1099M Form 1 but when I download it, the form is blank, 0 bytes 

I saw your video. 

When I click Verify, a green pop up window says "Password Verified Successfully".

They finally emaied the 1099 to me.

I've been stuck with this for days, and the same thing happened to several of my clients. For some, the Verify button does nothing. For others, the PDF downloads but won't open, or it's empty. Different browsers, incognito, Mac or Windows, same result. From my experience and clients' cases, this doesn't look like an account issue. It feels like a backend glitch on Shutterstock's side. Some people eventually got their 1099 emailed directly, without being able to download it from the dashboard. Others say it started working on its own after a while. Did you eventually get the form by email, or is it still broken for you?
