The only reason he got caught is because he wasn't as well connected as he thought he was, and he pissed off the wrong person. And he's the third governor of Illinois to end up in prison! He was just auctioning a vacant senate seat to the highest bidder after the presidency of the United States likewise went to the highest bidder, so I'm sure he thought he was playing the game the way the game is supposed to be played.
