I think I have a pretty good idea why his/her account was terminated.
I don't think he was stealing from other contributors at all. I think he took public domain images and sold them on SS. My guess is that he took a NASA image(s) and tried to make money off of it. Yeah, a lot of people do it, but that doesn't make it right. Those contributors will eventually face the wrath of SS.
When you try to sell what doesn't belong to you, you're playing Russian roulette with your account.
Maybe, but most of the images, you can find on the internet are not big enough, they don't have at least 3000px on the longest size....

Only 3 images per week are offered for free, not every image that is accepted to free section. So, there is only small chance that you are giving our work "for free".

What I don't understand is this:
For example, customer spends 10$, for that money he/she can make (I'm assuming) 10 designs. From that 10$ 35% (3,5$) gets contributor, Canva keeps 6,5$. So does that mean, that a buyer must buy all 10 photos from contributor that got payed 3,5$. And if not, how are other contributors paid from that 10$?
Existing model (one time use license):
A customer makes a design. He can use as many images he wants in his design. For each image he has to pay $1, the respective contributor gets $0,35. The customer only receives the finished design and can't re-use any of the images in another design.
New model (RF license):
A customer can buy a RF license for a specific image for $10 (contributor receives $3,5). The customer now can use this image in as many designs he wants (and combine it with other images he buys with either the one time use license or another RF license).
In both cases the customer only ever receives the finished designs, never the image file itself, so the images cannot be used outside of Canva.
That's how I understand it.

As stated above, if there is an ear tag visible, agencies will reject it. And I know that because I got a case like that. After I removed tag, it was OK.

Yeah, but the argument was, that you can kiss goodbye to credit sales, and we will see only subs after DPC launched. Obviously that was not the case, at least for me. I'm getting more money on FT than on SS and I sell less photos.
And it's actually the other way around. With SS you get mostly subs and now and then SODs and ODDs. With fotolia, even if you get only subs, they can range from 0.29$ to 5$+. Just yesterday I had a sub sale with 6.20 comission....
