The same applies to the transfer of aviation and missiles to Ukraine. In this topic, I already provided a link to the Republican proposals and their victory plan for Ukraine. But KGB agent Biden did not comply with these proposals.
The President of the United States decides who is given how many and what kind of weapons. Biden works for putin, and expects support from putin in the US elections. This is all you need to know about Biden and the US Democrats.

What your poor comprehension skills prevent you from realizing is that the report you are referring to was not made by maga, which is now controlling the Republican Party.
That report was made by three old-school republicans who are part of the 100 minority who voted for Ukraine, while the maga majority of 112 voted against it.
You should be so thankful for the unanimous Democrat vote which, combined with the old-school Republican minority vote (including the 3 authors of that report), succeeded in approving military aid for Ukraine.

These are tactics. The Ukrainian Armed Forces is a mobile army that performs maneuvers. It is not advisable to stand to the death for every settlement, unless of course it is a height or a fortified city. With the help that the Democrats gave, the Armed Forces of Ukraine, at best, will only be able to defend themselves and periodically retreat. Without F16 fighters, long-range missiles, helicopters and tanks, Ukraine will not be able to de-occupy the territory. Therefore, news that Ukraine is retreating will be frequent. But, personally, I am optimistic, and even with the meager amount of weapons that the cowardly communist democrats gave, the Armed Forces of Ukraine may well show daring results. Glory to Ukraine!
