I am looking creating a web site to link to my portfolio and help build traffice. Is there a free web hosting (I'm cheap) service out there that anybody would recommend?

Yahoo Geocities is still free.

Hasn't Gmail started its own free hosting as well?

I am using www.googlepages.com, for simple website its perfect, its free and without advertising. If you have your want domainname you can use it too. Mine cost me $10 a year. I got it over www.google.com/a .
