Difficult case.
It's an attempt at stuffing as many keywords as possible into a title.
And not in the best possible English.
Yet all words are relevant, so not actually spam.

I don't think it is difficult at all - if Shutterstock cared at all about their collection, they'd weed out garbage like this. The keywords are terrible and the titles are completely unhelpful to a buyer. I looked at some of the other images in this contributor's portfolio and it's stuffed with this sort of rubbish.

Nothing wrong with the images; everything wrong with the metadata.

"title spamming" not working anymore there are some contributor using "keyword spamming" instead and seem that work well.

Don't know if the mountain example is spamming without the image. If they are relevant it isn't spamming as he/she hasn't repeated any keywords. Each is a different phrase.

I guess all those phrases are in the auto suggestions provided by SS....so using their own keywording tool is probably...ok? (So long as there are all those things in the pic - or at least they are reasonable).
Seems wrong though. If you report it, will be interested to hear reply!

There's also a problem with the suggested keyword corrections when you upload. If you click one of the suggestions and it is already in your keywords it puts it in as a repeat rather than just deleting it.
